The text above is part of the introduction section of the recently released report that announced that Rikers Island would be closing in a ten year period. In addition the commission concluded that many aspects of the system have to be rethought, it proposes eliminating money bails, moving minor drug possession from criminal to civil courts, raising the criminal justice responsibility age from 16 to 18 and keeping low-level misdemeanor cases out of the criminal courts by creating community-based service providers that would assess and determine what social service has to be done.
