When the drill is used as a screwdriver the numbers indicate the torque limit. By limit, I mean the point at which torque is no longer applied, and by torque, I mean the rotational force of the drill bit or screwdriver bit. When used correctly this feature is incredibly useful because you can limit the amount of torque that is applied to prevent screws ploughing too far into soft wood or plasterboard. Basically, the higher the number, the greater the force used by the drill. So when you use the drill as a drill, as opposed to a screwdriver, you set the number to the highest setting.
