They call this pose Side Crow. But if you want to get all fancy you can call it Parsva Bakasana. This pose requires both strength and fexibility. One isn't better than the other here. To do this pose, besides having strength and flexibility, you need to understand how important your foundation is and how key your mindset is. And don't forget the answer to anything challenging is patience and persistence.
