Yes, it is your fault if you are the MOVER and NOT the SHOOTER.
The shooter has to engage no matter what, but if you are the one in front of others then you need to realize that the other guys cannot tell where and when you're going to move. So there's really now way for them to react fast enough should you step in front of them and in their line of fire. That's why you do not move from side to side or laterally. Hope this helps.
