Of the four, the Sailor Saibi-Togi writes the finest line, without question. The UEF is second, with the PO and Masuyama needle tied for third.
I would say that the Pilot PO lays down the smoothest line, though the Platinum UEF is a strong contender. @thats_exciting_writing pointed out that the UEF sometimes requires a bit more attention and a featherlight touch to get comparible smoothness. Kudos to him for identifying that difference. .
The Masuyama needlepoint comes in third, though it should be noted that the Needlepoint is on a softer L2K nib, potentially causing the scratchiness; if this were a rigid steel nib, the Masuyama needle might feel completely different. .
The Sailor Saibi-Togi, admittedly, is almost unusable for my hand. However, with the incredibly fine lines it's able to achieve, this is easily forgivable. Careful attention to maintaining a featherlight touch results in an incredibly fine and consistent writing experience
While the UEF and Saibi-togi deliver the finest lines, the lines they produce are 'singular' and consistent. The PO and L2K Masuyama needle offer a little bit of give, resulting in beautiful expressiveness in writing even from an ultra-fine line.
Conclusions: All four nibs offer the user a unique writing experience compared to the other, so any conclusions I can draw from this experience are entirely subjective. My personal favorite of the bunch is the Pilot PO, for offering incredible smoothness and expressiveness within an astonishingly fine line. In close second would be the Platinum UEF, for offering an even finer line, while maintaining comparible smoothness. The Masuyama needle is also one that I love, though perhaps is more suitable for a rigid nib. I found that the Sailor Saibi-togi is not for me, but if what you're after is the finest line possible, there's nothing that comes close to what the Saibi-Togi can offer. .
