It's difficult to explain to an old woman about the ratings she could give to the programs and services of LGU Koronadal. The old woman didn't have a clue on how to rate it, since she spend most of her time staying in her house. Worst, she cannot explain her thoughts clearly because (according to her) someone hit her head when she was in high school, which caused her deranged line of thought.
The Department of Local Government (DILG) in partnership with Notre Dame of Marbel University (NDMU) Research Center conducted a quantitative research called Citizen Satisfaction Index System (CSIS) in the city of Koronadal. CSIS is a form of citizens’ feedback mechanism that effectively gauge their awareness, availment and satisfaction on the mandated services of local government units (LGUs). CSIS is conducted throughout the country and become one of the bases of awarding the Good Seal of Local Governance. In Region 12, DILG collaborates with three premier universities in the region, namely - Notre Dame University (Cotabato City), NDMU (Koronadal City) and Mindanao State University (GenSan). Moreover, CSIS is currently implemented by DILG to help promote transparency, accountability and participatory governance. It is an assessment tool for the service delivery performance of local governments based largely on the knowledge, experience and perception of the people. The CSIS endeavors to assess the quality, responsiveness and inclusiveness of public services from the point-of-view of the people as clients and as citizens.
