Water spots were located directly adjacent to the railroad tracks with spigot arms that swung out over the track to refill the steam engine boilers. . 19th century slang crudely referred to small towns with water stops and not much else as “Jerkwater town”. This was a reference to how spigots were jerked from their rest spot and over the railroad track.
