I made my thigh high boot/heel covers by combining various techniques and knowledge learned from reviewing many many tutorials and guides. I merged all the techniques and created my thigh high socks/boot covers the way I wanted them to turn out. I don't like to use glue, and I like to be able to wash my boot covers, so mine are all removable and washable. I can also re-use my shoes for future boot covers.
I have successfully created both stretch (Emilia/Re:zero) and Non-stretch boot covers (Captain Miss Fortune/LeagueOfLegends) so far. I have also created Non-stretch thigh highs for my Momohime/Muramasa the demon blade cosplay.
I narrowed it down to these 5 tutorials which may be of help. Unfortunately, I cannot find one of the tutorials I used, but I'm sure these will suffice.

*This pattern drafting technique can also be used for non stretch boot covers, just don't have negative ease like you would in a stretchy boot cover.
