Spinal bifida is a type of birth defect where there is an incomplete closing of the backbone and membranes around the neural tube which eventually develops into brain and spinal cord. But due to this defect the neural tube doesn't close at 27th day after the conception leading to spinal cord defects. Hence there is a build up of dark spots, hairy patch or small swelling in the lower back. The server form which is shown in this pic is the sac of fluid present in the gap of the spine creating a buldge known as meningocele. Encephalocele also commonly known as Cranium bifidum which is a neural tube defect leading to sac like protrusions of the brain and the membrains that cover it through opening in the skull. These defects are caused by failure of the neural tube to close completely during fetal development. Hence in plain words its a brain growing outside the skull. Diagnoise is normally found right after the birth with major signs to look at is

Complete loss of strength in the arms and legs
Small head
Developmental delay
Vision problems
Seizures
