Every year on the Saturday before Memorial Day, the Boy Scouts of America hold their annual Memorial Day ceremony and day of service at Chattanooga National Cemetery. Thousands of scouts, their families and volunteers gather to place more than 50,000 flags on the graves of veterans to honor their memories.

Two years ago, Tonya Evans and her husband Brian bought a mobile home in Rossville, Ga., for $16,000. That's what they thought, anyway. It turns out, the title to the trailer was never in the seller's name. It was titled in name of the previous owner of Stoney Pointe Mobile Home Park, where their trailer is located and where most tenants live in rental units. Now the Evanses are packing up to leave after having sunk the $16,000 in cash and a monthly $240 lot fee into living in a trailer that they didn't own.

This story came about as part of a continued Times Free Press investigation into seller-financed contracts, particularly those involving manufactured homes. The Chattanooga SWAT Team surrounded an apartment at the East Lake Courts housing complex for a multi-hour standoff after two sus​​pects exchanged gunfire and one was believed to have run inside this afternoon. The other suspect fled in a vehicle, but surveillance footage led police to believe the other had barricaded himself in. After about four hours of attempting to coax the suspect out, the SWAT team breached the apartment and discovered the suspect wasn't there.
